The National Association of Insurance Commissioners (NAIC) is an organization of U.S. insurance regulators.
The NAIC web site provides information about the NAIC. You can purchase NAIC publications through the NAIC Store, including NAIC Legal Materials. To download materials available in electronic format you have to call the NAIC (816-783-8300) and get set up with a username and password.

Compendium of State Laws on Insurance Topics: The Compendium is an NAIC publication that provides
summaries of the insurance-related statutes and regulations of the 50 states. There is a separate chart for each topic covered. The NAIC posts the index and table of contents. If you don't have a copy available, you can buy individual charts from the NAIC or search the Compendium on

Model Laws, Regulations & Guidelines: The NAIC publishes a multi-volume looseleaf service of its Model Laws, Regulations and Guidelines, available in print and on CD-ROM here. Some sections are available online here, as is the Index and Table of Contents. They are also on Lexis and Westlaw.
If you don't have the looseleaf service available, you might try to borrow it from a firm that does a lot of insurance work. Otherwise, the full-text of the Model Laws is available on Lexis (INSURE; MODLAW) and Westlaw (NAIC-MODLRG). Subscribers can get Model Laws from NILS INsource.
You can purchase individual model laws through the NAIC Store, after you call (816-783-8300) and get set up with a username and password. Note: If you order a Model Law, you might also want to ask for (a) any annotations, (b) any amendments and (c) a list of which states have adopted the law.

Proceedings: Minutes of NAIC meetings are compiled and sold through the NAIC store in print and electronic format under the title Proceedings of the NAIC, along with a companion Cumulative Index. If you don't have the set, you can (1) order it from the NAIC, (2) borrow the Proceedings or other NAIC materials from a large law firm that does insurance work or (3) get the Proceedings from Lexis (INSURE;NAIC) or Westlaw (NAIC-PROC).
Statement of Statutory Accounting Principals (SSAPs): SSAPs are published in the NAIC's Accounting Practices and Procedures Manual. You can purchase the Manual or individual SSAPs through the NAIC Store (816-783-8300).
