Volume 1 of the Sixteenth Edition carries forward the tradition of the previous edition and collects those topics that are not tied to a particular Code section, encompassing all of the introductory material and the material on the bankruptcy court system (Chapter 2), jurisdiction (Chapter 3), venue (Chapter 4), appeals (Chapter 5), the U.S. trustee system (Chapter 6), bankruptcy crimes (Chapter 7), professional responsibility (Chapter 8), fees (Chapter 9) and mediation (Chapter 11). Chapter 10 focuses on suits against trustees and debtors in possession without leave of the bankruptcy court and the duty to comply with state law and to pay taxes (28 U.S.C. §§ 959–960).
 
In particular, Chapter 1 is an entirely new overview of the Bankruptcy Code. This is the Collier primer on bankruptcy law; it not only explains the structure of the law but sets out the functions and operation of relief under the Code. This will be an essential resource for lawyers new to the field.
 
Chapter 20, at the other end of the volume, is also new. It comprises a thorough treatment of the history of bankruptcy legislation. Chapter 20 is organized chronologically and with a thorough explanation of the legislative developments leading to the 1978 Code. It is an essential resource for lawyers who need to understand the intent of the various amendments over the years.
 
Volume 2 comprises discussion of chapter 1 of the Bankruptcy Code (§§ 101–112) and subchapter I of chapter 3 (§§ 301–308). As in the previous edition, each Code section is covered in its own chapter. Note that there is no longer a chapter devoted to Code section 304 because of its 2005 repeal.
