In this Expert Commentary, Professor of Law Nathalie Martin discusses the extent to which the Federal Bill of Lading Act supersedes or preempts U.C.C. Article 7 in bills of lading matters. Professor Martin writes:

 

[A]rticle 7 covers both warehouse receipts and bills of lading, [but] its applicability is now quite limited in the case of bills of lading. In 1916, Congress passed the Federal Bill of Lading Act, also known as the Pomerene Act, which is a federal law applicable to any bill of lading covering an interstate transport of goods, as well as all transport of goods from the to a foreign country
