About the Authors

Merle C. Rabine was a Commissioner of the California Workers' Compensation Appeals Board from April 2000 to January 2007. He was Chairman of the Appeals Board from April 2000 to June 2005. Mr. Rabine is presently a member of the LexisNexis National Workers' Compensation Advisory Board. He received his B.A. from Carleton College and his J.D. from Peoples College of Law.
