HARRISBURG, Pa. — Joel R. Burcat, a partner and co-chair of the Environmental Department in Saul Ewing LLP’s Harrisburg office, and Terry R. Bossert, a partner and chair of the Environmental Regulation and Litigation Group at Post & Schell P.C., are co-editors of the fifth edition of Pennsylvania Environmental Law and Practice, published by the Pennsylvania Bar Institute.

The fifth edition of Pennsylvania Environmental Law and Practice is a compilation of all aspects of Pennsylvania environmental law, including recent legislative and statutory developments. This year’s publication features industry and case updates in a variety of environmental practice areas, including the new Right-to-Know Law, air quality and climate change, water quality, sewage facilities, wetlands, water resources, mining regulation, and oil and gas law, among others. The two-volume book comes with a CD-ROM of the entire contents of the book for computer access to all materials.
Bossert and Burcat have served as co-editors of the previous four editions of Pennsylvania Environmental Law and Practice. Burcat focuses his legal practice in environmental litigation, counseling and transactional work. A former assistant attorney general and assistant counsel with the Pennsylvania Department of Environmental Protection (DEP), Burcat has received numerous awards, including the 2007 Distinguished Service Award from the Pennsylvania Bar Association’s Environmental Law Section. He is also listed in Chambers USA as one of America’s Leading Lawyers for Environmental Law and is listed as a Pennsylvania Super Lawyer.
Bossert concentrates his practice in environmental counseling, environmental litigation and government relations counseling on environmental matters. A significant part of his practice includes helping clients to design, implement and validate environmental auditing programs and environmental management systems. He is a former chief counsel for the Pennsylvania Department DEP and was a deputy state attorney general who presented the first environmental cases to the statewide investigating grand jury.
Bossert has been named a Pennsylvania "Super Lawyer" by his peers as published in American Lawyer Media and Philadelphia Magazine. He has also been listed in 2008 as one of Chambers USA's Leading Business Lawyers in the Environmental field.
