USPTO to Collect Public Input on Improving Patent Quality
You can think of it as the “Wisdom of the Patent Community” as the USPTO announced their intentions to move to the evaluation phase of the Peer Review Pilot program.  In the evaluation phase, the public reviews and comments on the best prior art to consider during evaluation of a patent application. The press release noted that qualifying volunteered published patent applications will be accessible at www.peertopatent.org until at least October. The pilot has been conducted in cooperation with the Peer-to-Patent Project, organized by the New York Law School's Institute for Information Law and Policy.
