Law passed providing $70 million to avoid furloughs and Layoffs in patent operations.
The Senate passed the House-passed version of H.R. 3114, allowing the PTO to borrow up to $70 million from 2009 trademark fees to avoid furloughs and layoffs in patent operations. Public Law 111-45 was subsequently signed into law by President Obama on August 7, 2009. The law authorizes the PTO to establish a temporary surcharge on patent fees to enable the agency to collect up to $70 million in extra patent fees in order to pay back the borrowed trademark fees.
