Robert Norton is the current Presiding Workers Compensation Administrtive Law Judge of the Bakersfield District Office of California's Division of Workers Compensation. Before becoming a WCALJ, he represented employees, employers, insurance carriers, the California Insurance Guarantee Association and lien claimants in California workers' compensation proceedings. He is a 1979 graduate of the University of Southern California and a 1986 graduate of Santa Clara University's School of Law. Prior to his legal carrier, Robert Norton was a championship debater and contest speaker, and went on to coach debate and contest speaking programs at the University of California, Riverside, and Santa Clara University.
