Theodore A. Howard is a partner in the Insurance Practice Group of the Washington, D.C. law firm of Wiley Rein LLP.  For more than 20 years, Mr. Howard’s practice has been principally focused on the counseling and representation of domestic and international property/casualty insurers in regard to complex insurance coverage claims and disputes, and litigation in the state and federal courts with respect to corporate policyholder demands for coverage arising in connection with asbestos, environmental contamination, defective drugs and medical devices, construction defects, HIV-contaminated blood, chemical exposure and analogous large liability problems.  He is a frequent lecturer and writer regarding complex insurance coverage claims and litigation matters, and serves on the Editorial Board of Coverage, the journal of the ABA Litigation Section Insurance Coverage Litigation Committee.  Mr. Howard is co-author of the Practitioners’ Guide to Litigating Insurance Coverage Actions (Aspen-Wolters Kluwer 2d ed.).  He has been recognized as one of “America’s Leading Lawyers for Business” in the area of insurance law by Chambers USA Publications, and has been designated a “Washington, D.C. Superlawyer” by Law & Politics, Inc.  He was recognized in 2006 by the Legal Aid Society of the District of Columbia with its “Servant of Justice” Award in recognition of his contributions to assuring equal access to justice for indigent clients through pro bono work. Mr. Howard is a graduate of the University of Notre Dame (B.A. 1978) and Harvard University Law School (J.D. 1981).

Kenneth E. Ryan, a partner in Wiley Rein’s Insurance Practice Group, represents insurers in a variety of coverage and insurance-related issues nationwide.  The bulk of his practice involves general liability ─ particularly catastrophic losses, environmental, toxic torts and other product liability claims ─ directors & officers liability, professional liability, employment liability, advertising injury liability and related bad faith claims.  Mr. Ryan has litigated insurance coverage and other commercial litigation cases in federal and state courts.  He represents insurance clients regarding environmental coverage claims, including Superfund and Brownsfields sites, asbestos property damage and bodily injury claims.  He also counsels clients and defends insurance claims involving individual and class-action employment claims.  He assists insurance clients to develop practices, procedures and policy language to avoid future coverage disputes and extra-contractual claims.  He advises and/or defends insurance clients in developing insurance coverage areas such as mold claims, energy-market issues, climate change, e-commerce and other technology-related claims, as well as bankruptcy-related issues. Mr. Ryan and his colleagues also track legislative and regulatory developments impacting the insurance industry, such as the Terrorism Risk Insurance Act (TRIA), Optional Federal Charter initiatives, and increased scrutiny by the Financial Crimes Enforcement Network (FinCEN) and Office of Foreign Assets Control (OFAC). Mr. Ryan is a graduate of Boston College (BA in psychology), where he was a member of the Phi Beta Kappa honor society, and The George Washington University Law School, where he was a member of the Moot Court Board.
 
Justin D. Heminger is an associate in Wiley Rein LLP’s Insurance Practice Group, where he represents general and professional liability insurers in litigating complex insurance coverage issues and counsels insurers on coverage, mediation and settlement issues.  His prior experience includes internships with the United States Department of Justice, Criminal Division, Organized Crime and Racketeering Section and the Honorable John M. Facciola, Magistrate Judge on the United States District Court for the District of Columbia. Mr. Heminger is a summa cum laude graduate of The Catholic University of America, where he received a Bachelor of Music in Piano Performance and a magna cum laude graduate of The Columbus School of Law, The Catholic University of America, where he was an editor of the Catholic University Law Review.  Upon graduation, he was awarded the Law School Alumni Society Award for academic excellence and dedication to the school and community.
