A Biological Opinion issued by the National Marine Fisheries Service on the effect of the Central Valley Project and California State Water Project operations on salmonid species was remanded because it was arbitrary and capricious since it was incomplete and unlawfully silent on critical habitat effects in violation of the Endangered Species Act.
