SACRAMENTO, CA - The Legislative Analyst Office has released a report on California's 2010-2011 fiscal budget, finding that the vast majority of new budget problems it identified for 2009-2010 can be attributed to the state's inability to implement several major solutions in the July 2009 budget plan, including among other things the expected inability of the state to sell the State Compensation Insurance Fund, a quasi-public workers' compensation insurer, for the budgeted amount of $1 billion in 2009-2010.
