Texas Insurance Commissioner Appoints Members to Utilization Review Advisory Committee
AUSTIN, TX - On this day (November 13, 2009), the Commissioner of Insurance considered the appointment of representatives to the Utilization Review Advisory Committee pursuant to Texas House Bill 4290 of the 81St Legislature. Texas House Bill 4290 amends Chapter 420 I of the Insurance Code such that it requires a revision of Chapter 19, Subchapter R, of Title 28 of the Texas Administrative Code relating to the regulation of utilization review agents. Among these revisions are amendments to section 19.1722 of Title 28 of the Texas Administrative Code. Section 19.1722 re-establishes a Utilization Review Advisory Committee pursuant to section 4201.003 of the Insurance Code.
The Utilization Review Advisory Committee will advise the Commissioner on development of rules necessary to implement Chapter 4201 of the Texas Insurance Code as amended by Texas House Bill 4290.
The Utilization Review Advisory Committee shall advise the Commissioner of Insurance on the development of rules necessary to implement Texas House Bill 4290 and advise the Commissioner of Insurance on other changes and additions to the existing rules regulating utilization review that the department determines are needed to administer Chapter 420 I of the Texas Insurance Code.
The Utilization Review Advisory Committee shall consist of the Commissioner of Insurance or the Commissioner's representative and one representative for each of the following: the Office of Public Insurance Counsel, an insurance company, a health maintenance organization, a group hospital service corporation, a workers' compensation insurance carrier, a utilization review agent, a health coverage consumer group, injured employees, an employer, a physician, a dentist, a hospital, a registered nurse, and other health care providers.
After careful consideration, the Commissioner of Insurance hereby appoints the following individuals to the Utilization Review Advisory Committee.

IT IS, THEREFORE, ORDERED that, as of the date of this order, the individuals named herein are appointed as representatives to the Utilization Review Advisory Committee tor a term to expire on December 31, 2010. The appointments are made pursuant to Chapter 420 I of the Texas Insurance Code, as amended by House Bill 4290, of the 81sl Texas Legislature. Unless, the Commissioner of Insurance extends its duration by rule before its termination, the Utilization Review Advisory Committee identified herein, is hereby terminated on December 31,2010.
IT IS, FURTHER, ORDERED that each of the individuals named herein shall perform the duties of a representative of the Utilization Review Advisory Committee as set out in Chapter 420 I of the Texas Insurance Code and Chapter 19 of Title 28 of the Texas Administrative Code.
