Founded in 1990, the Europe and Eurasia Program, also known as “CEELI”, was the ABA’s first technical legal assistance program. The ABA now has programs in almost 20 countries in Europe and Eurasia, providing technical assistance on a host of issues critical to promoting adherence to the rule of law, observance of human rights, and providing access to justice. One of CEELI’s important objectives is to foster in-country organizations that will continue promote reform after the ABA Rule of Law Initiative completes its work within a given country.
