Founded in 1974 by a group of civil society and religious leaders with the goals of promoting respect for human rights, democracy and social and economic justice as principal elements of U.S. policy towards Latin America and the Caribbean, the Washingtn Office on Latin America (WOLA) encourages dialogue between governmental and nongovernmental actors, monitors policies and programs of governments and international organizations, and promotes alternative solutions through reporting, education, training and advocacy.
