SCMP reports labour officers will step up inspections to catch employers who make use of self-employment contracts to evade their responsibilities relating to workers' rights and benefits.

A spokesman for the Labour Department said there was no conclusive test to distinguish an employee from a self-employed person and the status of a worker was not determined solely on what kind of employment contract they signed.
